Crescendo Business Services of Minneapolis surveys those residents that have purchased a new home in the last 18 months (over 61,500 residents). Recipients evaluate only real estate agents whom they know through personal experience. They assess them based upon nine criteria:

- Market knowledge
- Closing preparation and overall satisfaction
Before finalizing the list, the real estate agents are reviewed by a blue-ribbon panel of local experts. The panel consists of real estate company executives, professional and trade association officers and others directly involved in housing related businesses. Although panelists comments are incorporated into the final score, safeguards are built into the review process to reduce the ability of panel members to influence the composition of the final list, based on company affiliation.
